Transformation financing scenario view -- read-only evidence gate

Returns a deterministic dossier-safe view over transformation financing scenario identity, cashflow, margin, capital reallocation, gas decommissioning, rollback/removal cost, heat/H2 investment, municipal burden, operational investment, EOG/regulatory, liquidity/stress and committee-gate evidence. The endpoint is read-only and never creates finance/accounting records, executes treasury transfers, mutates gas assets, prepares billing/settlement/tariff/MaKo output, creates HITL/VDMI tasks, or calls external connectors.
