Dashboard API

Evidence freshness guard -- read-only VNB signal metadata classification

Classifies caller-supplied operational signal metadata into dossier-safe freshness and delta states. The endpoint returns staleness, known-anchor, new-delta, escalation recommendation, non-escalation reason, evidence gaps and positive follow-ups. It does not ingest email, Teams, calendar, monitoring or task data; does not create ACF cards, HITL tasks, tickets, workflow actions, billing/settlement/tariff/MaKo/device-control side effects; and does not add Personal-Agent shortcuts.
