Monitoring non-escalation evidence -- read-only status card

Returns deterministic dossier-safe evidence for a justified non-escalation in recurring VNB monitoring. The endpoint surfaces checked source, novelty, absent blocker, next check, owner, rationale, missing evidence and positive follow-ups. It is read-only and does not schedule monitoring, escalate, create HITL tickets, send mail/webhooks, call external connectors, mutate Cernion data, edit Budibase or use Personal-Agent shortcuts.
