Redispatch Metering Cockpit — operator-level decision readiness

Read-only cockpit for Redispatch, metering, masterdata and governance readiness. Builds a traffic-light readiness signal from existing deterministic pipelines (redispatch-expost, energy-sharing-allocation, mastr-quality, vdmi, datapoint.health). Evidence gaps and blockers are returned explicitly.
