VNB special-topic leading work state -- read-only evidence card

Returns a deterministic dossier-safe evidence card for the leading work state of VNB special topics. It surfaces leading source, source timestamp/version, owner/accountable role, allowed side sources, stale markers, missing evidence, readiness status and positive follow-ups. The endpoint is read-only and does not call SharePoint/Teams/Outlook, create tasks, send mail, execute workflows, mutate Cernion data, run HITL, edit Budibase or use Personal-Agent shortcuts.
