Stadtwerk Mauer Workbench Hub -- read-only launcher projection

Returns a deterministic Budibase-renderable hub model for the Stadtwerk Mauer Workbench. The endpoint exposes target readiness, route metadata, data-class separation, next gates and no-call guards without executing Budibase writes, Rundeck jobs, MaKo, billing, settlement, device-control or external actions.
