Cross-channel VNB signal queue -- read-only evidence projection

Normalizes caller-supplied signal references and summaries into a dossier-safe VNB queue evidence view. The endpoint is read-only and never ingests mail/chat/portal content, stores raw private content, persists a queue, creates HITL/inbox/notification/VDMI items, or dispatches operational actions.
