No-Regret measure definition gate -- read-only evidence gate

Returns a deterministic dossier-safe view over No-Regret measure definition evidence: scenario/effect, budget/funding owner, regulatory fit, prioritisation/nomination rule, data quality, communication rule, and next review gate. The endpoint is read-only and never approves measures or budgets, mutates programmes, creates HITL tasks, runs MaKo/A96/billing/settlement/tariff/device-control effects, or calls external connectors.
