Areal network-integration offer gate -- read-only evidence gate
Returns a deterministic dossier-safe decision card over site/area, requested connection capacity, grid-capacity evidence, target-grid path, investment/CAPEX evidence, regulatory boundary, commercial offer assumptions, owner, decision date and offer decision state. The endpoint is read-only and never calculates a binding offer, reserves grid capacity, approves investments, creates contracts, mutates Asset-MDM, billing, settlement, tariff, MaKo or device-control systems, creates HITL/notifications, or calls external connectors.
