DR readiness evidence gate - read-only dossier-safe status

Builds deterministic disaster-recovery readiness evidence for backup, restore-drill, RTO/RPO and tenant-scope cutover checks. The endpoint is read-only and does not execute backup, restore, scheduler, replication, external connector, webhook, key handling, tenant-data mutation or Personal Agent actions.
