Energy Tax Information Package — read-only dossier-safe status

Builds a deterministic evidence view for an Energiesteuer/Finance information package. The endpoint is read-only and does not calculate tax, approve packages, copy raw data, or mutate Finance, billing, settlement, MaKo, SAP, HITL, external connector or Personal-Agent state.
