Investment committee steering cards — read-only dossier-safe status

Builds deterministic investment committee steering-card evidence. The endpoint is read-only and does not create HITL, VDMI or investment-plan records, mutate finance data, release budgets, call external connectors, trigger billing/settlement/tariff/payment effects, or use Personal-Agent shortcuts.
