Stadtwerk Mauer Blueprint Pack verify -- read-only Workbench projection

Returns scalar-friendly Blueprint-Pack verification evidence for the Stadtwerk Mauer Budibase Workbench. The endpoint reuses the static Blueprint seed validation contract and exposes no setup/reset/provisioning, direct Rundeck execution, Budibase writes, public-context mutation, MaKo, billing, settlement, tariff, device-control, external connector, secret/key or Personal-Agent action.
