Gas capacity booking review gate -- read-only evidence projection

Returns a deterministic dossier-safe review gate over gas capacity assumptions, cold-year/RLM/congestion evidence, VDMI ownership and commercial sign-off. The endpoint is read-only and never submits bookings, mutates VDMI/HITL workflows, dispatches notifications, creates booking persistence, or calls external systems.
