Steering artifact acceptance gate — read-only dossier-safe status

Builds a deterministic advisory acceptance and maintenance gate for proposed Cernion steering artifacts. It covers target role, use case, bounded item/card count, expected maintenance effort, update cadence, owner/deputy, usage evidence, escalation/retirement criterion and rollout decision. The endpoint is read-only and does not persist artifacts, write Budibase data, create workflows/HITL items, call external connectors or mutate billing, settlement, MaKo, tariff or device-control state.

Optional Cernion MCP token as URL query parameter. If provided, it overrides CERNION_TOKEN for this request. Prefer Authorization Bearer header in production to reduce token exposure in URLs/logs.
