Layer-0 audit drilldown note - read-only dossier-safe validation note

Turns an anomalous Layer-0 KPI into a deterministic validation note with data source, peer deviation, hypothesis, misinterpretation risk, ten check fields, owner, next 90-day step, evidence gaps and positive follow-ups. The endpoint is read-only and does not create persistent audit queues, external benchmark calls, reports, HITL tasks, legal/regulatory final judgments or production mutations.
