E2E controllability governance — read-only dossier-safe matrix

Builds a deterministic governance/evidence matrix for E2E Steuerbarkeitscheck handover readiness across connection intake, metering, asset control, grid operations, market communication and billing-impact boundaries. The endpoint is read-only and does not mutate VDMI, HITL, MaKo, billing, settlement, tariff or device-control state.
