Load profile movement monitor — strict anomaly-class buckets

Read-only monitor for Lastgangdaten/Bewegungsstrom diagnostics using existing deterministic services only (edm.getTimeseriesSummary, edm-validation.validate, forecast-engine.evaluateQuality, vdmi.findings). Returns strict anomaly buckets (dataQualityGap, realAnomaly, forecastProblem, processGovernanceBreak) and allows partial findings with explicit _errors.
