Investment two-track control — read-only dossier-safe status

Builds a deterministic evidence/readiness view that separates tactical investment submission readiness from the target-process readiness track for Asset Management / ISO 55001 work. The endpoint is read-only and does not mutate Investment Planning, Finance, SAP/PSP, settlement, billing, MaKo, HITL, VDMI, external connector or Personal-Agent state.
