Stadtwerk Mauer VDMI profile -- read-only dossier-safe status

Returns the deterministic Stadtwerk Mauer MVP profile, sparten, VDMI roles, evidence gaps, and side-effect guards. The endpoint is read-only and does not create tenants, Eve agents, workflows, NOVA/VDMI/HITL objects, or external calls.
