Investment budget cap exception governance -- read-only evidence queue

Builds deterministic dossier-safe evidence for investment measures above a budget cap or missing an exception justification. The endpoint is read-only and never approves budgets, creates committee decisions, writes SAP/ERP/PSP records, creates HITL/workflow tasks, sends communications, calls external connectors, or mutates billing/settlement/MaKo/tariff/device-control data.
