Reject Org Service Statement

REFUSE the bill outright, with a reason the talent sees.

The harder of the two refusals (request-changes is the softer one): the statement goes to rejected. The talent can still revise and resubmit it, but nothing is billed from it until they do. Admin-gated for the same reason approval is - accepting and refusing a bill are the same decision.
