Record a collection and compute what it earned. MONEY NOW OWED.

Calculated against the plan SNAPSHOTTED on the engagement at signature, not against whatever is active today, so re-pricing never re-prices history. Idempotent on (event_id, invoice_line_id): the same collection replayed returns the existing entry, and the SAME ids with different evidence is a 409 rather than a second payment.

Lands in review. It becomes payable when allocated to a statement.
