Upload Agency Resumes

Add reps by uploading their resumes. multipart/form-data.

The same pipeline as the agency's intake mailbox, over HTTPS - and the more reliable of the two, because an upload arrives already authenticated as the agency rather than routed by an email slug.

REPORTS PER FILE, NOT PER BATCH. Read each outcome: a batch that fails as a unit makes an agency guess which three of thirty were rejected. Nothing here activates anybody - the profiles are built, then completed with PATCH /reps/{id} and listed with POST /reps/{id}/publish.

409 until the agency's intake has proved end to end that it can process a resume at all.
