Withdraw a pending hiring offer (org side)
Withdraw an offer the talent has not yet accepted (pending_acceptance).
The recovery path for an offer sent to the wrong talent or with wrong terms. Voids the contract envelope so it can no longer be signed. No invoice is generated — an unsigned offer never created a billable relationship. Returns 409 if the offer is already active (terminate it instead) or already terminated.
Auth mirrors terminate: a personal API key with Admin/Owner role in the calling org (require_org_admin); org-scoped machine keys are refused. Contract lifecycle stays a leadership-level decision.
