Submit My Service Statement

ISSUE THE BILL. draft -> submitted.

This is the money call on the talent side: the statement locks, the client is notified, and their review window opens. Approval from there creates the client invoice and the payout. Get the line items right first - after this the talent can only revise a statement the client sends BACK.
