The provider has no idempotency key here, so the server holds a row lock across validation and creation: a retried request short-circuits on the existing recipient (already_exists: true) instead of creating a second payee. Send details exactly as bank-requirements asked for it.

Requires a filed W-8 first (400 otherwise).
