Edit Agency Rep

Complete or correct one of your own reps.

The response is the useful part: updated is what landed, refused names what did not and why, and missing / missing_summary say what still stands between this rep and being publishable. A request whose fields are ALL forbidden is a 403; one with no editable fields at all is a 400.

Assessment fields (certification score, dimensions) are server-owned and always refused - an agency does not score its own reps.

Rep profile id (UUID). Must be on this agency's roster.

Editable profile fields. The server owns the allow-list and REFUSES a forbidden field BY NAME in refused rather than dropping it, so a rejected edit is visible instead of looking like it worked.
