US-taxable talent are refused (403) - Stripe is the compliance path there. For everyone else this rewrites the payout rail across all three sources of truth at once, and any Stripe Express account you had is ORPHANED: it is left in place for an operator to deauthorize by hand, and there is no route here that switches back.
