SDR approves their own draft invoice (sdr_review → pending)

SDR-side approve. Transitions sdr_review → pending, sets submitted_at and a 5-day due_date. After due_date the auto-charge task fires on the client. Different surface from /marketplace/org/invoices/{id}/approve (which the client uses to release payment immediately).
