Publish Agency Rep

List a completed rep on the marketplace, at the price you set.

Console-built reps deliberately do NOT auto-activate, and this is why: the tier fallback would otherwise derive a rate nobody at the agency chose and put a person on a public marketplace at it. Publishing is where the agency exercises its pricing authority.

Refused with the specific missing fields rather than "incomplete".
