Deliberately UNFILTERED by browse visibility: the reps that most need attention are the ones not yet live. Each row carries ready_to_publish plus a per-rep missing field list, so thirty drafts do not have to be opened one by one to find the three without a country.

Archived reps are flagged rather than dropped - they are still needed to put a name on an old statement or payout row - and every count excludes them.
