Issue My Work Certificate

Issue verifiable proof of a finished engagement.

IDEMPOTENT: when nothing about the engagement has changed you get the EXISTING certificate back rather than a second code, so a retry cannot leave two certificates in circulation for one piece of work. 409 if the engagement is not a signed active/completed one, or if its certificate was revoked.

The certificate carries a code a third party verifies; the app's public verification route is deliberately not published here (see the router docstring in marketplace_agency_router for the cross-org rule).
