Download workflow artifacts

Download a file a workflow run wrote, by the artifactId alpha_workflows_get_v2 lists on its recent runs: the landing-page mock of a solution-design run, or the PowerPoint, Excel, Word or PDF file a file step built. Answers its file name, type and size, and a short-lived url that GETs its bytes (null when this deployment cannot sign one). A landing-page mock is raw, untrusted model-written HTML for saving; never render it on a trusted origin.
