Download artifacts

Download one version of a file Alpha made (by that version's id, as alpha_artifacts_get lists them) that the member may read: its file name, media type and size, and a short-lived url that GETs its bytes (null when this deployment cannot sign one). An API key reads only files from conversations it started.
