Delete artifacts

Delete a file Alpha made in one of the member's own conversations, by any version's id: every version, and each one's PDF preview or website captures, stops being served at once and its stored objects are removed. Refused (409 PRECONDITION_FAILED, naming why) while the file has a public link, is pinned by a package, or was delivered to an Advisor action or plan run, and while acting as another member.
