Reserve upload attachments (v2)

Reserve a file the member will attach to one of their Alpha conversations (a new conversation id starts one) and get a one-minute presigned PUT for its bytes; a retry with the same idempotency key returns the same attachment with a fresh URL. Send the file as that request's body, then call alpha_attachments_complete_upload_v2. Takes every format an attachment may be, a PowerPoint deck included.
