Get advisor settings (v3)

Deprecated: use alpha.advisor-settings.get.v4 (alpha_advisor_settings_get_v4), which answers autotracking's mode (off, suggest or complete) and who saved each revision. This version answers implementationTrackingEnabled true in either autotracking mode and reads a value equal to the product default as the product's (not stored). Get Advisor's organization-wide settings (id "organization"), which every campaign of every product runs with: how often recommendations refresh, the priorities Advisor weighs, and implementation tracking, each with the layer it comes from (organization or product default) and what the organization itself stores.
