Export websites

Export one version of a website Alpha built (by that version's id, as alpha_artifacts_get lists them) as its project files under website/: every source file as built, including package-lock.json, and each pinned asset at the exact digest the version recorded. Each stored file carries a short-lived url that GETs its bytes; each generated file carries its content inline; the dashboard streams one ZIP. Refused while new Alpha work is closed, and when any pinned file is unavailable.
