Reserve upload attachments

Deprecated: use alpha.attachments.reserve-upload.v2 (alpha_attachments_reserve_upload_v2), which also takes a PowerPoint deck; this version refuses one. Reserve a file the member will attach to one of their Alpha conversations (a new conversation id starts one) and get a one-minute presigned PUT for its bytes; a retry with the same idempotency key returns the same attachment with a fresh URL. Send the file as that request's body, then call alpha_attachments_complete_upload_v2.
