Create project pins

Pin a file Alpha made (artifactId, as alpha_files_list lists it) to one of the member's own Alpha projects, so Alpha can open it on every later question in the project's conversations; a project pins at most 20. A shared project pins only files from its organization's shared projects. Pinning it again changes nothing.
