Export artifact packages

Export one version of a package Alpha assembled (as alpha_artifact_packages_get reads it) as its files: package.md, every pinned member at its exact version with its PDF preview, a website member's source, a referenced ad suite's package under ads/, manifest.json and README.md. Each stored file carries a short-lived url that GETs its bytes; each generated file carries its content inline. Refused while new Alpha work is closed, and when any pinned file is unavailable.
