Restore artifacts

Restore an earlier version of a file Alpha made (by that version's id, as alpha_artifacts_get lists them) as its newest version, naming the newest version you read. The new version's bytes are exactly the earlier version's, copied with no model turn; the versions before it stay unchanged. Restores documents, CSVs, and built Office files and PDFs; any other kind (a website, which is rebuilt, an image, a brand kit) is restored by asking Alpha in chat and is refused here. Refused when a newer version has been saved since. Returns the new version.
