May We Dial This Number

Asked by the softphone BEFORE it dials a number for a ticket (#3508).

The browser places its own leg, so the only refusal it could otherwise get is a spoken one on the call. This asks customer_dial. number_to_dial the same question the dial itself will ask, so a screen can show the agent both numbers and the reason (the pop-up that does is not built: it waits on a design, OPEN_ITEMS 2026-10-04; until then apps/web/src/features/voice/voice.ts -> checkDialNumber is its typed client and nothing on a screen calls it). Reads only.
