The recording <Play> fetches: a greeting or menu line in his voice.

⛔PUBLIC BY NECESSITY. Plivo fetches this with no session, like every other /inbound/* route. What it serves is the same fixed marketing copy anybody hears by ringing the number -- no caller, no account, nothing personal -- so there is nothing here a signature would be protecting.

A cold cache answers 404 AND starts recording, rather than recording inline: _sayer only ever points <Play> at a prompt that is already ready, so a 404 here means somebody asked out of turn, not that a caller is waiting on it.
