⛔KEYED BY A CORRELATION ID THIS ROUTE MINTS, NOT BY TICKET. outbound_ bridge (the ticket's own "Ring them back" button) finds its row by asking "what is this ticket's most recent outbound row" -- correct only because a ticket has one active callback at a time. A keypad dial may carry no ticket at all, and even when it does the agent may type a number that is not the ticket's own -- so a fresh id goes in the answer URL itself, known before Plivo is ever asked, and outbound_cell_bridge_answer/-done below look the row up by exactly that id. No ambiguity, whatever else is ringing.
