Which of the two outbound paths the keypad should use, decided before
it ever asks for a browser token or dials anything.
⛔WHY THE WEB ASKS THIS FIRST, 2026-09-23. Frederick: "for US people the
dial out should connect through their cell phone; for people outside the
US the call needs to go through the softphone." A US principal is never
minted a softphone endpoint at all now (browser_token refuses one), so
the keypad cannot simply try /browser-token and fall back on failure --
that would provision nothing, mint nothing, and read as the exact silent
"nothing happened" Frederick has reported twice already on this same
panel. This route answers the question directly, from the already
-resolved Principal.work_country/cell_phone (no extra query), so the
keypad knows which of the two flows to run before it does anything.
