What happens when the desk does NOT pick up.

⛔THE CALLER IS STILL ON THE LINE AT THIS POINT. Plivo fetches this when the dial ends for any reason, and by far the most likely reason is that nobody is registered -- a closed tab answers in milliseconds. Returning nothing would leave a person holding a dead leg after being told somebody was coming, which is worse than never having offered.

So they go back to the floor: the failsafe voicemail, which takes a message and books the callback.
