Hand this call to somebody else.

⛔TWO OUTCOMES AND BOTH ARE ALREADY BUILT. Frederick: "either that person answers, or Rooster collects all the information and schedules their callback." This reuses the agent's own transfer path, whose dial-action callback already returns an unaccepted caller to Rooster to do exactly that -- so the promise is kept by the same code that keeps it for her.
