Which environment this is (production, staging, ...), and nothing else: no database, no probes. Unauthenticated, like /api/health.

WHY IT EXISTS (#3504, Frederick 2026-10-03: "pages are starting to load slow now ... Making sure things are wired up in the most efficient way"). The staging banner (apps/web/src/components/shell/ StagingBanner.tsx) mounts on every page load and needs only env, but it fetched the full /api/health, which probes every adapter and runs several queries: measured from real browsers on 2026-10-03, p50 879 ms, p95 4,484 ms, holding a request-pool connection, once per page load. /api/health itself is unchanged (the System page and Railway's health check read it); this is the one field the banner needs, read from the same settings.env /api/health reports.
